Thehypothesispositedthatthefoundationof INEBs affectedtheenrollmentofstudents in theInstitutesby Cooperatives. Tosupportthestudy, a reviewofdocumentsaboutthenationaleducationalsystem and thehistoricaldevelopmentofsecondaryeducation in Guatemala wascarriedout. Tofeedthistheory, fieldinformationwascollectedthrough interviews appliedtodirectors and teachers at theinstitutesby Cooperative, circlesofreflectionwereheldwithdirectors, teachers and directorsoftheseeducational centers and interviews withparentswhohadchildren in theschools. Institutesby Cooperative and thattransferredthemtoan INEB. TheIEBsby Cooperative haveexperienced a stronglossofschoolenrollmentduetotheimplementationofthe INEBs in nearby places, so thatduringthelast 5 yearsstudentenrollment has decreasedby more than 50%, which has affectedthesocioeconomicdevelopmentoftheinstitutesby Cooperative. Forthisreason, itisimportantthatthe Mineduc doesnotauthorize new INEBs veryclosetotheinstitutesby Cooperatives toavoidtheirextinctionduetolackofstudentenrollment. Itissuggestedthat Cooperative EducationInstitutesseek administrative strategiestooffervalue-addedbasiceducationplansthatraisetheirlevelofcompetitiveness, seekingtoprovide a better-qualityeducation. Onlythequalityoftheservicewillattractyoungpeopletotheinstitutesby Cooperative
