The present doctoral thesis titled State Communication Strategies to promote responsible
citizen environmental culture, of the environment in the urban periphery of the city of
David, and semi-urban areas of Puerto Pedregal, Province of Chiriquí, Republic of
Panamá, 2013-2017, the object variables of the investigation, were distinguished and on
the conceptual and epistemic, methodological and technological bases, revealing with it,
the internalized and externalized dimensions from the observer system. The conceptualized expanded ones, served to condense them into operative and manageable variables, such as the dependent variable State communicative strategy, finding that the forms, application methods and government hierarchies, the professional civil servants who do know the communicative trade and the citizens have no incidents some, on the methods and ways of communicating, since they are only external clients such as the Demographic and economic population who are not given participation; The media, transmit environmental information and messages, is a social responsibility of the medium itself; Municipal governance, become sets of programming and participatory actions in defense of citizens and the environment; the factual-objective descriptions, but also due to the values, beliefs, traditions, customs that are often harmful to the environment, revealed the imperative need for Environmental culture, since it must reasonably contribute to the well-being of citizens and the environment.
